국가회의에 주는 피델 동지의 메시지
불과 8주전까지만 해도 난 당장 닥쳐 올 전쟁을 막을 방법이 없다고 생각했습니다. 내 눈에 보이는 현실은 너무 비극적이어서 이 지구상에서 몇몇 오지는 물론이고 아무 이유 없이 직접 공격의 대상이 될 수 있는 지역에서 살아남을 가능성을 찾는 것 외에는 다른 탈출구가 없다고 생각했습니다.
인간은 항상 지푸라기 같은 작은 가능성이라도 잡고 싶어 한다는 사실을 알기에, 그러한 상황을 깨닫는 것 자체가 매우 고통스러웠습니다.
사태가 그러함에도 불구하고 나는 길을 찾으려고 했습니다.
다행히, 하나의 희망—실제로 매우 절절한 희망—이 있다는 것을 곧 알게 됐습니다. 그러나 이 유일한 해결책이 실패한다면 최악의 결과가 올 것입니다. 그리고 인류를 구원할 길은 없어질 것입니다.
하지만 나는 사태가 그렇게 전개되지 않으리라 굳게 믿습니다. 정반대로, 불과 최근까지만 해도 전혀 뜻밖의 것으로 여겨졌을 그러한 상황을 위한 조건들이 바로 지금 조성되고 있습니다.
한 사람, 미국의 대통령이 바로 이 중요한 결정을 자신의 책임으로 해야 할 것입니다. 미국 대통령 본인은 다른 일 때문에 아직 깨닫고 있지 못하지만, 그의 보좌관들은 최근에 들어서 헤라르도(미국에 불법 수감된 쿠바운동가)를 탄압하고 고문하는 것과 같은 잘못된 일을 중단할 필요가 있다고 느끼기 시작했습니다. 이런 일은 지난 12년 동안 쿠바와 헤라르도에 대한 적대적인 시스템에서 일어나지 않았습니다. 그 다음 조치로는 아드리아나(헤라르도의 부인)의 가족 면회를 허용하거나 그를 석방할 것이라고 사람들은 믿습니다. 제가 듣기에는 12년에 걸친 부당하고 잔인한 감옥생활에도 불구하고 헤라르도의 사기는 그 어느 때 보다 높다고 합니다.
이란은 미국과 이스라엘의 거듭되는 위협에 조금도 굴복하지 않을 것입니다. 미국과 이스라엘은 요구를 관철하기 위해 다양한 전쟁 수단을 이미 강구하고 있습니다. 유엔 안전보장이사회가 지난 2010년 6월 9일 결정한 이란의 핵무장해제 설정 기간이 끝나면 전쟁은 곧 시작될 것으로 보입니다.
인간이 원한다고 다 이루어지는 것은 아닙니다. 넘어설 수 없는 한계가 있습니다.
버락 오바마 미국 대통령은 이 중요한 시점에 미국이라는 거대 제국의 룰에 따라 이미 소문이 널리 퍼진 전쟁을 결정할 수 있는 결정권자입니다.
그러나 오바마 대통령이 공격명령을 내리자마자 무고한 시민을 포함한 수 억 명에 달하는 사람들은 죽음으로 내몰리게 됩니다. 강대국간의 어리석은 경쟁에서 축적된 수많은 핵미사일이 발사되는 것으로 이런 결과를 가져올 것입니다. 여기에는 수많은 미국 시민들뿐 아니라 이란을 포위하고 있는 미국 함대의 군인들도 함께 포함됩니다. 곧이어 근동 지역(아라비아, 북동아프리카, 동남아시아, 발칸 등을 포함하는 지역), 중동 지역과 유라시아 지역 역시 동시에 전쟁의 화염 속으로 들어가게 될 것입니다.
이런 결정적 위치에 서 있는 미국 대통령은 아프리카인(흑인)인 동시에 백인이며, 이슬람교도의 후손인 동시에 기독교도의 후손입니다. 양심이 있다면 하지 마라! 그가 이런 자신의 정체성을 깨닫게 된다면 결코 공격명령을 내리지 않을 것입니다. 그를 깨닫게 하기 위해 우리가 여기에 모였습니다.
세계 주요 나라의 지도자들은 미국의 우방이거나 적대적이거나 여부를 떠나서 오바마 대통령을 설득할 것입니다. 물론 이스라엘은 빼고 말입니다.
그리고 전쟁을 거부한다면 세계는 오바마 대통령에게 최상의 명예를 부여할 것입니다.
이후 그 동안 지구상을 지배해 왔던 기존 질서는 지속되기 힘듭니다. 곧 붕괴될 것입니다.
소위 경화들(달러 등)은 그 동안 인민을 핍박하고 무제한으로 피땀을 쥐어짜 부를 거두어들였던 체제의 수단으로서의 가치를 잃게 될 것입니다.
새로운 형태의 재화 및 서비스 분배, 교육, 그리고 사회과정의 관리가 평화롭게 나타날 것입니다. 그러나 전쟁이 시작되면 현재의 사회질서는 훨씬 더 비싼 대가를 치르며 붕괴할 것입니다.
새로운 세상에서는 지구상의 인구도 조절할 수 있습니다. 재생 불가능 자원은 보존할 수 있습니다. 기후변화는 예방할 수 있습니다. 모든 인간에게 유용한 일이 보장될 수 있습니다. 환자는 치료를 받을 수 있고, 모든 인간이 필수적인 지식, 문화, 과학 혜택을 받을 수 있습니다.
핵 학살로 인해 세계의 어린이와 청소년, 젊은이들이 파멸해서는 안 됩니다.
이것이 친애하는 국가회의 동지들에게 전하고 싶던 메시지입니다.
나는 내 말을 지킬 것입니다. 그리고 당신들의 질문과 의견에 귀를 기울이겠습니다.

FIRST SPECIAL SESSION OF THE SEVENTH LEGISLATURE OF THE NATIONAL PEOPLE’S POWER ASSEMBLY, HELD AT HAVANA’S CONFERENCE CENTER ON AUGUST 7, 2010, “YEAR 52 OF THE REVOLUTION.”

Message to the National Assembly read by comrade Fidel:
At the beginning, only eight weeks ago, I thought there was no possible solution to the imminent danger of a war. The situation before my eyes was so tragic that I thought there was no other way out but the possibility to survive –quite likely perhaps- in the region of this hemisphere that for no reason could become a target of a direct attack, as well as some isolated regions of the planet.
It was very difficult to figure that out, knowing that human beings always cling to some sort of perspective, however remote.
Despite everything, I tried.
Fortunately, I did not take long to realize that there was one hope –as a matter of fact, a very profound one. However, if that possibility was missed, the disaster would lead to the worst consequences. Then there might be no possible salvation for the human species.
Nevertheless, I strongly believe this would not be the case. Quite on the contrary, the conditions for what seemed to be only until very recently an undreamed-of situation are right now in the making.
One man, the President of the United States, will have to take this decision on his own. Quite certainly, given his multiple occupations, he has not realized that as yet, but his advisors have started to get an understanding of the situation, judging by the simple actions that have been taken, such as the ceasing of the tortures imposed on Gerardo, something that had not been done during the last twelve years of implacable hatred by the system against Cuba and against him. Today one could predict that the next step would be the authorization that would allow Adriana to visit him in prison or his immediate release or both. It was through Adriana that I learned that, after twelve years of unjust and cruel imprisonment, his morale is now higher than ever.
Given the fact that Iran will not give an inch to the demands of the United States and Israel, which have already mobilized several of the means of warfare to their disposal, they will have to launch the attack as soon as the date agreed by the Security Council on June 9, 2010 -with the established rules and requirements- expires.
There is a limit to all what man hopes to achieve, which he can not surpass.
In this critical case, President Barack Obama is the one who would give the order to start the so much announced and publicized attack, following the rules of the gigantic empire.
However, just at the moment when he gives that order, which would be, besides, the only one he could give, taking into account the power, the speed and the uncountable number of nuclear missiles accumulated as a result of an absurd competition among powers, he would also be ordering the immediate death not only of hundreds of millions of persons, among them an incalculable number of citizens of his own country, but also the crew members of all the vessels of the US fleet deployed in the seas surrounding Iran. A war will break out simultaneously in the Near and Middle East as well as in all Eurasia.
Fate would have it that, on that precise moment, the US President would be a person of African and White, Mohammedan and Christian descent. HE WILL NOT GIVE SUCH ORDER!!!, unless we help him become aware of it. And this is what we are doing here.
The leaders of the most powerful countries in the world, whether allies or adversaries, with the exception of Israel, would encourage him not to do it.
After that the world will bestow upon him all the honors he might deserve.
The order that has been currently established in the planet shall not be able to last. Soon after, it will inevitably collapse.
The so called hard currencies will lose their value as the instrument of the system that has exacted a contribution of wealth and unlimited sweat and sacrifice from the peoples.
New forms of distribution of goods and services, education and management of social processes will peacefully emerge, but if a war breaks out, the current social order will disappear abruptly at a much higher cost.
The population in the planet could be regulated; non-renewable resources could be preserved; climate change could be prevented; all human beings could be guaranteed a useful employment; the ill could be assisted; essential knowledge, culture and science to the service of man could be guaranteed. The children, adolescents and youth of the world will not perish in that nuclear holocaust.
This is the message I wanted to convey to you, dear comrades of our National Assembly.
I am now ready to account for my words, answer the questions you may want to ask me and listen to your opinions.

Mensaje a la Asamblea Nacional leído por el compañero Fidel:
Al principio, hace sólo ocho semanas, pensé que el peligro inminente de guerra no tenía solución posible. Tan dramático era el cuadro que tenía delante, que no veía otra salida como no fuera una supervivencia, tal vez probable, en la parte de este hemisferio que no tenía motivo para ser blanco de ataque directo y en algunas regiones aisladas del planeta.
Era muy difícil, sabiendo que el ser humano se aferra siempre a una perspectiva por remota que sea.
A pesar de todo, lo intenté.
Por fortuna, no tardé mucho en percatarme de que había una esperanza, y muy profunda por cierto. Más, si la oportunidad se perdía, el desastre adquiría la peor de las consecuencias. La especie humana no tendría entonces salvación posible.
Tengo sin embargo la seguridad de que no será así y, por el contrario, se están creando en estos momentos las condiciones para una situación ni siquiera soñada hasta hace muy poco.
Un hombre tendrá que tomar la decisión en solitario: el Presidente de Estados Unidos. Con seguridad, por sus múltiples ocupaciones, no se ha dado cuenta todavía, pero sus asesores sí empiezan a comprenderlo, se puede ver por pasos sencillos como lo fue el cese de las torturas a Gerardo, un hecho que no se había producido en 12 años de implacable odio del sistema contra Cuba y contra él. Hoy se podría predecir que el próximo paso será la autorización a Adriana para visitarlo, o su liberación inmediata, o ambas cosas. Por ella supe que su estado de ánimo es el mejor en 12 años de injusta y cruel prisión.
Puesto que Irán no cederá un ápice frente a las exigencias de Estados Unidos e Israel, que ya han movilizado varios de los medios de guerra que disponen para hacerlo, tendrían que realizar el ataque tan pronto venza la fecha acordada por el Consejo de Seguridad el 9 de junio del 2010, señalando las normas y los requisitos establecidos.
Todo cuanto el hombre pretende tiene un límite que no puede sobrepasar.
En este caso crítico, el Presidente Barack Obama es el que tendría que dar la orden del tan anunciado y pregonado ataque, siguiendo las normas del gigantesco imperio.
Mas, en ese mismo instante en que diera la orden, que es además la única que podría dar debido al poder, la velocidad y el incontable número de proyectiles nucleares acumulados en una absurda competencia entre las potencias, estaría ordenando la muerte instantánea no sólo de cientos de millones de personas, entre ellas, un incalculable número de habitantes de su propia Patria, sino también de los tripulantes de todos los navíos de la flota de Estados Unidos en los mares en torno a Irán. Simultáneamente, la conflagración estallaría en el Cercano y el Lejano Oriente, y en toda Eurasia.
Quiso el azar que, en ese instante preciso, el Presidente de Estados Unidos sea un descendiente de africano y de blanco, de mahometano y cristiano. ¡¡¡NO LA DARÁ!!!, si se logra que tome conciencia de ello. Es lo que estamos haciendo aquí.
Los líderes de los países más poderosos del mundo, aliados o adversarios, con excepción de Israel, lo exhortarían a que no lo haga.
El mundo le rendirá después todos los honores que le correspondan.
El orden actual establecido en el planeta no podrá perdurar, e inevitablemente se derrumbará de inmediato.
Las llamadas divisas convertibles perderán su valor como instrumento del sistema que ha impuesto un aporte de riquezas, de sudor y sacrificios sin límites a los pueblos.
Nuevas formas de distribución de los bienes y servicios, educación y dirección de los procesos sociales surgirán pacíficamente, pero si la guerra estallara, el orden social vigente desaparecerá abruptamente y el precio sería infinitamente mayor.
La población del planeta puede ser regulada; los recursos no renovables, preservados; el cambio climático, evitado; el trabajo útil de todos los seres humanos, garantizado; los enfermos, asistidos; los conocimientos esenciales, la cultura y la ciencia al servicio del hombre, asegurados. Los niños, los adolescentes y los jóvenes del mundo no perecerán en ese holocausto nuclear.
Es lo que deseaba trasmitirles, queridos compañeros de nuestra Asamblea Nacional.
Estoy ahora en disposición de rendir cuenta por estas palabras, responder a las preguntas que deseen hacerme y escuchar las opiniones de ustedes.
